The Challenge

The Government of Meghalaya faced a growing need to modernize and digitally unify its forest management systems. Existing processes for tracking wildlife, land use, offences, timber movement, and field operations were fragmented, manual, and often delayed by the state’s challenging terrain. The absence of real-time visibility and centralized decision-making was limiting operational efficiency across divisions.

The department sought to build a next-generation Integrated Command & Control Centre (ICCC) that would serve as the single point of coordination for all forest management functions—ensuring faster decision-making, improved transparency, and better use of geospatial and administrative data. This required a comprehensive solution that combined infrastructure, software, systems integration, and long-term operational support.

Our Solution

Pro Digital Labs was selected to lead the complete design, development, and implementation of the ICCC. We approached the project with a techno-architectural lens—integrating spatial planning, civil works, AV-IT systems, GIS integration, and software platforms into a unified ecosystem tailored to forest governance.

The ICCC was conceived as a responsive and scalable environment that would allow various departments to operate cohesively—from live data monitoring to strategic decision execution. Our solution bridged field operations with high-level command capabilities, ensuring the entire lifecycle—from incident detection to policy response—was fully digitized and streamlined.

Our Scope Included

Pro Digital began with a comprehensive techno-architectural consultancy, mapping user flows, command centre zoning, workstation ergonomics, and collaborative spaces. High-fidelity 3D visualizations and spatial layouts were developed to help the department envision functionality before execution. All plans were aligned with ISO design standards, accessibility norms, and 24/7 operational readiness requirements.
We executed the complete civil and interior works for the ICCC facility, covering all architectural, electrical, mechanical, and safety systems as per ISO standards for mission-critical command centres. The AV-IT infrastructure was designed to support continuous operations, featuring multi-display video walls, GIS-capable workstations, secure processors, and cloud-integrated server systems.
In parallel, our software team developed a suite of custom applications built specifically for Meghalaya’s forest ecosystem. Six core modules were delivered and integrated into the ICCC platform: the Integrated Command Control System for centralized oversight; the Dwellers Management System to digitally map forest landholdings; the Wildlife Management System for habitat monitoring and sighting data; the Forest Geoinformatics System with thematic GIS mapping tools; the Forest Offense Management System to track violations and enforcement; and the Integrated Timber Management Portal to oversee the timber lifecycle from permits to transport.
All applications were deployed with robust cybersecurity measures and full compliance to national IT and data protection standards. We delivered comprehensive system training, operational manuals, and a centralized helpdesk to ensure user readiness. The scope also included end-to-end operations and maintenance—covering preventive care, real-time monitoring, patch management, and ongoing stakeholder support.
