A state-level digital transformation initiative focused on designing, building, and operationalizing an Integrated Command & Control Centre (ICCC) for forest governance. The project encompassed the complete lifecycle—from space planning and infrastructure development to technology integration and custom application development.
Executed by Pro Digital Labs, the ICCC establishes a centralized, future-ready platform that enables smarter coordination, real-time visibility, and streamlined management across multiple departments within the Forest Department of Meghalaya.
The Government of Meghalaya faced a growing need to modernize and digitally unify its forest management systems. Existing processes for tracking wildlife, land use, offences, timber movement, and field operations were fragmented, manual, and often delayed by the state’s challenging terrain. The absence of real-time visibility and centralized decision-making was limiting operational efficiency across divisions.
The department sought to build a next-generation Integrated Command & Control Centre (ICCC) that would serve as the single point of coordination for all forest management functions—ensuring faster decision-making, improved transparency, and better use of geospatial and administrative data. This required a comprehensive solution that combined infrastructure, software, systems integration, and long-term operational support.
Pro Digital Labs was selected to lead the complete design, development, and implementation of the ICCC. We approached the project with a techno-architectural lens—integrating spatial planning, civil works, AV-IT systems, GIS integration, and software platforms into a unified ecosystem tailored to forest governance.
The ICCC was conceived as a responsive and scalable environment that would allow various departments to operate cohesively—from live data monitoring to strategic decision execution. Our solution bridged field operations with high-level command capabilities, ensuring the entire lifecycle—from incident detection to policy response—was fully digitized and streamlined.
Established Meghalaya’s first centralized platform for real-time forest governance
Enabled faster coordination between field divisions and headquarters
Replaced manual records with spatially anchored, cloud-based systems
Improved accuracy and transparency in managing offences, wildlife, and timber
Provided role-based dashboards and alerts for data-driven decision-making
Created a scalable digital foundation for integrating future sensor and GIS data sources
In a state as geographically complex and ecologically sensitive as Meghalaya, forest governance must be precise, agile, and forward-thinking. This ICCC marks a pivotal shift from legacy systems to digital-first administration. It demonstrates how physical space, geospatial intelligence, and application logic can come together to empower people, protect ecosystems, and strengthen public institutions.
Pro Digital Labs didn’t just build a command centre—we co-created a digital governance model that others can emulate. This ICCC now serves as a blueprint for future-ready forestry infrastructure in India.
